BCBS 239: how to comply with the new ECB requests

Strengthened supervisory expectations in risk aggregation and risk reporting
The context
The white paper delves into the ECB’s new requirements regarding Risk Data Aggregation and Risk Reporting (RDARR), focusing on the changes introduced by the July 2023 consultation and providing information on how to ensure compliance with the requirements of BCBS 239. The update was necessitated by the “Final Guide” published by community authorities that marks the start of a more “intrusive” approach, accompanied by stronger measures than previous ones. It is divided into several paragraphs, each of which focuses on a specific aspect of RDARR, after an introductory analysis of the regulatory environment that underscores the importance attached to this issue by EU supervisory and control bodies. In particular, the 7 key elements of RDARR, which will form the backbone of the ECB’s work program in the three-year period 2023-2025, are analyzed. Details are also provided on the different areas of presidium for a single goal: to improve risk data aggregation and reporting capabilities. This paper also provides information on how to improve risk data aggregation and risk reporting, with a focus on the strongest steps that can be taken. In short, a useful guide for anyone interested in understanding the ECB’s new requirements regarding RDARR and ensuring compliance with them.
